Resolve authentication information from a raw cloud function event.
This resolver supplies identity to route authorization; it does not decide
whether a request may reach the router. If authentication cannot be resolved,
public routes can still run anonymously while protected routes remain subject
to their RouteAuthConfig. Use an upstream gateway authorizer when
authentication must be enforced before the request reaches routing.
